Go to Oriental Trading Company's website...they have everything for every conceivable holiday you can imagine...they have great buys on gift bags, etc, too.
I have ordered stuff from them for years (and it's NOT just oriental stuff....it's ALL KINDS of stuff!)...and I have always been happy with what I received, the prices, and the ship time...Where can i find little bags to put bath salts in as christmas presents.?
Wal-Mart. They have clear, cellophane bags for about $1-2 for between 12-20 bags. You can add pretty ribbons in colors that you like. The bags will be with the holiday items, the ribbon in the craft department.
You can always add a candy cane to make it even more festive.

I would go to your local arts %26amp; crafts supplies store...around me JoAnn Fabrics has that sort of thing (I don't know if they are a national chain though)
Micheal's arts and crafts store. They sell everything to do with anything homemade. I bought these little mesh bags there to do my baby shower favors. Happy holidays!
Oh they are easy to find just go to your local craft store i have them at roberts crafts and michaels craft store
If you have a dollar tree, in the wedding section they have little organza bags - several for 1 dollar.
I've made the bath salts as gifts for friends before, word of advice...use a plastic bag of somekind (Or the scent will disperse into everything-my entire place smelled like lavender for weeks!). At least put them in a plastic bag and then put them in a fabric bag if you get them (which as everyone else said, you can find them at Dollar Tree, JoAnn Fabrisc, Michaels, Hobby Lobby, etc). Or, especially at the holidays, at Dollar Tree they sell packages of decorated cellophane bags (small treat bags) that you can fill with the bath salts and tie-up pretty with ribbon and bows.
Any craft supply store... But if you want to sit in the comfort of your home log on to ebay!
