clean the tank (25% change at least), treat it with aquarium salt 1 tsp per gallon, do this everyday until about three days after your fish looks better, if this is the same fish in the bowl, change the whole bowl of water every other day, and add 1/2 tsp daily till he looks better. Hope he gets better, this is a site that will help explain what you see in the picture, it is to be treated with salt.

I'm not completely sure, but I think just get some aquarium salt, and net your fish into it. Leave it in for 5 mins, unless it shows signs of distress. But consult your local aquarium store, just to make sure.
What do you need to treat your fish for? I know that a straight salt water bath can be used to treat a bad case of ick for freshwater fish. And the opposite is true, too,if you have a saltwater fish with ick you can put it in a freshwater bath. It basically makes the ick parasites die almost instantly. We wouldn't do it just for any case of ick, though, it had to be bad. You take the fish (freshwater in this case) and put it into straight saltwater (about 1.025 specific gravity) for no more than 10 minutes at a time. It's just so much work, regular meds are usually best unless it is a super expensive or otherwise special fish.
